1/ 非香港永久性居民, 就如一般政策一樣要有三粒星至合資格;
2/ 現正領取綜援人士, 因為已有雙糧俾佢哋;
3/ 十年以上的公屋戶主, 因為佢哋已有免租, 而且佢哋入息應該比十年前多!
